This position has a dual responsibility of leading the ADE Information Technology Shared Services (ADE-ITSS) under ADE Office of Secretary (part of Transformation Action team initiatives) and ADE: DESE Office of Information Technology (OIT) under the Office of Deputy Commissioner.
The primary responsibility is to ensure new and continued availability of IT systems that are dependable, responsive and fully support the internal and external needs of the agency.
As the Chief Information Officer, provide leadership and vision for the agency’s Office of Information Technology.
As the Director of Information Systems, architect sound, agile and scalable information systems solutions for the ADE and K-12 public schools, and provides Information technology (IT) services to the agency.
Leads the Information Technology (IT) and the Information System (IS) teams comprising of staff from different units like Data Reporting, Information Systems, IT Dev-Ops and IT Services.
Provides executive leadership, direction and strategic vision to the agency in technology and information systems use and operations, strategies and program integrity.
Draft and implement ADE IT Policy and adhere to State IT Compliance Polices.
Create ADE IT Plan: Budget & Expenditure and submit to TSS IGS Office.
Draft and comply by Cloud Services Policy from TSS: Division of Information Systems,
Lead the Application Development & Innovation team.
Monitor ADE IT Enterprise procurement.
Regulate and hire IT Contractor Services (Staff Augmentation) – as needed.
Responsible for maintaining, designing, developing, and implementing multi-tiered system and web applications for ADE Data Center (ADC), ADE Intranet Portal (AIP) and ADE Fiscal Management System Apps (FMS).
Collaborate with team members in designing, developing, implementing, and enhancing system and web applications.
Coordinate with stakeholders gathering system and application requirements.
Manage, maintain, and configure web and database servers.
Provide system and web application support to clients.
Maintaining Code Repositories for all rejects using Azure IT Dev-Ops.
General supervision of professional and administrative staff, by assigning and reviewing projects, conduct interview; recommend for hire; promotion and conduct performance evaluation.
Facilitate state and federal reporting efforts on behalf of the department.
Provide guidance, support, and supervise team operations with other functions in and outside the agency.
Collaborate closely with program advisors, researchers, universities, state and federal agencies and various stakeholders to compile, interpret, and write reports for all aspects of student level data.
Direct or conduct special projects, as directed by management, by assigning work activities, and monitoring progress.
Read, interpret, and transform state, federal, and legislative guidance for protentional data collection, report development, data pulls and other reporting or compliance requirements. Ensure reporting state/data feeds: (My School Info; Statewide Information System Reports and School Report Card); federal (Consolidated State Performance Report (CSPR); EDFacts; Common Core Data (CCD); Civil Rights Data Collection (CRDC)) deadlines are all delivered on time and meet defined standards. Research, analyze, evaluate data, situations, project outcomes and resolve issues.
Serves as state liaison federal reporting (EDFacts Coordinator) and represent state as forum member of the National Center for Education Statistics and Forum Steering Committee Member.
Act as lead for agency's Data Sharing Agreement review and approvals along with ADE CIO and Legal Services.
Cognos Reporting, Monitor ad-hoc and research data request via the Data & Research Request Application (DRRA) as received from Arkansas Department of Education Division of Elementary & Secondary Education staff, district/school personnel, the public, universities, state and federal agencies and other stake holders.
Data & Research Request Application (DRRA) Log, complete request, and track request using Request Management System (RMS) from time of receipt of request to reports dissemination and completion.
Statewide Information System Reports (SISR)Instrumental in ensuring Statewide Information Systems Reporting (SISR) cycle 1-9 data loads are completed in a timely manner.
My School Info (MSI) and School Report Card (SRC)Lead Business Analyst in ensuring the My School Info (MSI) is loaded every cycle 1-9.
Information Systems Data Validation/Data Quality Checks Ensures that all agency reports are timely and accurate in terms of data quality. Conducts year to year data variance between various reports throughout the year.
DESE Federal Reporting Serves team player, being part of the data reporting unit in ensuring federal files are submitted on time all throughout the calendar year.
IT-Systems Level Documentation Instrumental in the maintenance of System level Standard Operating Procedures and technical documentation. Ensures documentation is kept up-to-date: EDFacts, RMS Gatekeeper Desk Procedure, State Reporting, DSA

Manage, coordinate, mentor, and lead project team of professionals, along multiple work streams as development lead for Statewide information system.
Works as a technical lead for application related topics: providing input and assistance to project technical resources, performing design and code reviews as applicable.
Expert level understanding of BI methodologies and best practices, relational structures, dimensional data modelling and data warehouse reporting techniques.
Design, develop and implement business requirements for Extract Load Transform (ETL) processes to support Enterprise level data warehouse needs.
Manage, coordinate, mentor and work as a lead analyst for ADE Abstract of Assessment Reporting System.
Provides validation reports for Division of Elementary and Secondary Education (DESE) School Funding, Isolated Average Daily Membership (ADM) and Alternate Learning Environment ALE ADM for school funding.
Participates in application requirement review, preliminary and critical design, integration readiness review, and software acceptance review.
Manage with the development and implementation of specialized programs and/or routines to supplement, improve and enhance application systems.
Maintain and operate the Statewide Information System
Maintain the SIS Handbook, with revisions to SIS database table definitions, business rules and codes.
Maintain the structures of SIS database tables, stored procedures and reports.
Respond to requests from ADE personnel and school districts for reports from SIS data.
Perform analysis to determine causes of data anomalies and courses of action to mitigate them
Maintain appendix tables for data such as course codes, LEA's, financial classifications, etc.
Provide technical assistance to districts to help them ensure their data is complete and accurate
